§ 2. TRAFFIC CONTROL DEVICES

    TEXAS MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES ADOPTED

    All traffic control devices including signs, signals, and markings on pavement and curbs used for the purpose of directing and controlling traffic within the city, shall conform with the 2006 Texas Manual on Uniform Traffic Control Devices for Streets and Highways. All traffic control devices so erected shall be official traffic control devices of the City of Santa Fe, Texas.

    B.

    THROUGH STREETS

    The city hereby designates certain streets as through streets. The designated through streets for the City of Santa Fe are described in Traffic Control Device Inventory-Schedule I on file in the office of the city secretary. This schedule is hereby adopted and incorporation in this chapter as if set out at length herein. The schedule may be amended from time to time by ordinance of the city council. A current schedule shall be maintained by the city secretary at all times. Whenever any ordinance modification of this city designates and describes a through street, it shall be the duty of the city to place and maintain a stop sign, or on the basis of an engineering and traffic investigation at any intersection, a yield sign, on each and every street intersecting such through street unless traffic at any such street is controlled at all times by traffic control signals; provided, however, that at the intersection of a through street and a heavily traveled street not so designated, stop signs shall be erected at the approaches of either, or both of said streets as may be determined by the city upon the basis of an engineering and traffic study.

    C.

    FOUR-WAY STOP INTERSECTIONS

    The city hereby designates certain intersections to be controlled by four-way stop signs. The designated four-way stop intersections for the City of Santa Fe are described in Traffic Control Device Inventory-Schedule II on file in the office of the city secretary. This schedule is hereby adopted and incorporated in this chapter as if set out at length herein. The schedule may be amended from time to time by ordinance of the city council. A current schedule shall be maintained by the city secretary at all times.

    D.

    SPECIAL HAZARD INTERSECTIONS CONTROLLED BY STOP SIGNS

    The city hereby designates certain special hazard intersections to be controlled by stop signs. The designated special hazard intersections for the City of Santa Fe to be controlled by stop signs are described in Traffic Control Device Inventory-Schedule III on file in the office of the city secretary. This schedule is hereby adopted and incorporated in this chapter as if set out at length herein. The schedule may be amended from time to time by ordinance of the city council. A current schedule shall be maintained by the city secretary at all times.

    E.

    SPECIAL HAZARD INTERSECTIONS CONTROLLED BY YIELD SIGNS

    The city hereby designates certain special hazard intersections to be controlled by yield signs. The designated special hazard intersections for the City of Santa Fe to be controlled by yield signs are described in Traffic Control Device Inventory-Schedule IV on file in the office of the city secretary. This schedule is hereby adopted and incorporated in this chapter as if set out at length herein. The schedule may be amended from time to time by ordinance of the City Council. A current schedule shall be maintained by the City Secretary at all times.

    F.

    SCHOOL ZONES

    The City hereby designated the following school zones:

    (1)

    A maximum speed limit of twenty (20) miles per hour during the hours of 7:00 a.m.-9:00 a.m. and 1:45 p.m.-4:00 p.m. on regularly scheduled school days are established on Warpath Avenue from State Highway 6 north to 6th Street.

    A maximum speed limit of twenty (20) miles per hour during the hours of 8:00 a.m.-9:00 a.m. and 3:00 p.m.-4:00 p.m. on regularly scheduled school days are established on Avenue S from FM 1764 North to 41/2 Street.

    A maximum speed limit of twenty (20) miles per hour during the hours of 7:00 a.m.-9:00 a.m. and 1:45 p.m.-4:00 p.m. on regularly scheduled school days is hereby established on 6th Street from FM 1764 east to Avenue Q ½.

    A maximum speed limit of twenty (20) miles per hour during the hours of 7:00 a.m.-9:00 a.m. and 1:45 p.m.-4:00 p.m. on regularly scheduled school days is hereby established on Avenue S from 6th Street north to FM 1764.

    A maximum speed limit of twenty (20) miles per hour during the hours of 7:00 a.m. to 9:00 a.m. and 1:45 p.m. to 4:00 p.m. on regularly scheduled school days is hereby established on Avenue T from State Highway 6 south to 6 th Street.

    A maximum speed limit of twenty (20) miles per hour during the hours of 7:00 a.m. to 9:00 a.m. and 2:00 p.m. to 4:00 p.m. on regularly scheduled school days is hereby established on Maple from Tower Road west to the city limits.

    A maximum speed limit of twenty (20) miles per hour during the hours of 7:00 a.m. to 9:00 a.m. and 2:00 p.m. to 4:00 p.m. on regularly scheduled school days is hereby established on Maple Street from Tower Road east to North Elm Street.

    A maximum speed limit of twenty (20) miles per hour during the hours of 8:00 a.m. to 9:00 a.m. and 3:00 p.m. to 4:00 p.m. on regularly scheduled school days is hereby established on Walker Street from Shouse Road to Avenue S, a distance of approximately 0.4 miles.

    G.

    U-TURNS AND ONE-WAY STREETS

    The city hereby designates the following location where U-Turns are prohibited:

    1.

    Warpath Avenue from Hwy. 6 to 6th Street.

    2.

    The city hereby prohibits left turns in the northbound direction on Avenue S between Walker Street and 4 ½ Street during school days, Monday through Friday, between the hours of 7:30 a.m. to 9:30 a.m. and 2:00 p.m. to 4:00 p.m.

    H.

    DUTY TO OBEY INSTRUCTIONS OF TRAFFIC CONTROL DEVICES

    The driver of any vehicle shall obey the instructions of any official traffic control device applicable thereto, placed in accordance with the provisions of this section, unless otherwise directed by a traffic or police officer, subject to the exceptions granted the driver of an authorized emergency vehicle. No provision of this section for which official traffic control devices are required shall be enforced against an alleged violation, if at the time and place of the alleged violations, an official device is not in proper position and sufficiently legible to be seen by an ordinarily observant person.
