§ 3.15. VOTING:

  •   The Council shall provide for minutes being taken and recorded of all meetings, and such minutes shall be a public record. Voting, except on procedural motions shall be by roll call and the ayes and nayes shall be recorded in the minutes.

      All members of the Council present, excluding the Mayor except to break a tie, shall vote upon every resolution or ordinance, except where there is a conflict of interests, the reason for which shall be stated concisely in the records.
