§ 5. POLLUTING OR OBSTRUCTING DRAINAGE SYSTEM

It shall be unlawful for any person to use the drainage system of any street, alley, channel, or gutter in the City of Santa Fe, Texas, except for the purpose of carrying off the natural surface water; and any person who shall cause, or be instrumental in causing, either as principal, agent, workman, or employee, any wastewater or obstruction from any other source, to flow or be thrown into any such street, alley, or gutter in sufficient quantities to cause the same to stand or cause damage or injury to same, or obstruct same, shall be deemed guilty of creating and maintaining a nuisance.
